Publication Ethics

PUBLICATION ETHICS AND MALPRACTICE STATEMENT

Journal of Applied Pharmaceutical Biology and Microbiology (JAPBM) is committed to maintaining the integrity, transparency, reliability, and quality of the scholarly publication process.

This Publication Ethics and Malpractice Statement applies to authors, editors, editorial-board members, reviewers, publisher representatives, and all other parties involved in the publication of JAPBM.

JAPBM does not tolerate plagiarism, fabrication, falsification, duplicate publication, inappropriate authorship, undisclosed competing interests, citation manipulation, peer-review manipulation, inappropriate image alteration, data manipulation, paper-mill activity, or other forms of research and publication misconduct.

1. EDITORIAL INDEPENDENCE

Editorial decisions are based on the scientific quality, originality, methodological validity, ethical compliance, clarity, and relevance of the manuscript to the Focus and Scope of JAPBM.

Decisions must not be influenced by the authors’ nationality, ethnicity, gender, religion, political views, institutional affiliation, academic status, personal relationships, or commercial considerations.

The publisher, journal owner, sponsors, advertisers, institutional leaders, or other external parties must not interfere with individual editorial decisions.

The Editor-in-Chief has final responsibility for deciding which manuscripts will be accepted, revised, rejected, corrected, or retracted.

2. RESPONSIBILITIES OF EDITORS

Editors are responsible for:

• Evaluating manuscripts fairly, objectively, and promptly.
• Ensuring that submitted manuscripts are assessed according to their scientific merit and relevance.
• Selecting qualified and independent reviewers.
• Protecting the confidentiality of manuscripts, authors, and reviewers.
• Identifying and managing actual, potential, or perceived competing interests.
• Ensuring that peer review is conducted according to the journal’s double-anonymous review policy.
• Taking reasonable steps to identify plagiarism, data manipulation, image manipulation, duplicate publication, and other ethical concerns.
• Requesting clarification, raw data, ethical documents, permits, or other supporting information when necessary.
• Correcting the scholarly record when reliable evidence indicates that a published article contains an important error or ethical problem.
• Handling complaints, appeals, and allegations of misconduct fairly and confidentially.

Editors must not use unpublished information from a submitted manuscript for their own research or personal advantage without the authors’ written permission.

3. EDITORIAL COMPETING INTERESTS

Editors and editorial-board members must disclose relationships or interests that could affect, or reasonably appear to affect, their judgment.

An editor must not manage a manuscript when the editor:

• Is an author or contributor to the manuscript.
• Has a recent or ongoing collaboration with an author.
• Works in the same department or has a close institutional relationship with an author.
• Has a personal, supervisory, financial, or competitive relationship with an author.
• Has another interest that may impair editorial independence.

Such manuscripts must be assigned to an independent editor who has no relevant competing interest.

Manuscripts submitted by editors, editorial-board members, or employees of the publisher must undergo the same editorial and peer-review standards as other submissions. Their involvement with the journal must not influence the decision.

4. RESPONSIBILITIES OF AUTHORS

Authors must ensure that:

• The manuscript is original and scientifically accurate.
• The work has not been formally published and is not simultaneously under consideration by another journal.
• All data are presented honestly, accurately, and without fabrication, falsification, inappropriate omission, or misleading manipulation.
• The methods are described in sufficient detail to permit scientific evaluation and, where possible, replication.
• Sources are acknowledged appropriately and quotations are clearly identified.
• All individuals who qualify for authorship are listed and no guest, gift, or ghost authors are included.
• All authors have reviewed and approved the submitted and final versions.
• Funding sources, institutional support, and competing interests are disclosed.
• Required ethical approvals, permits, registrations, and informed consent have been obtained.
• Copyrighted material is used with appropriate permission.
• Errors discovered before or after publication are reported promptly to the editor.

Authors must cooperate with editorial investigations and provide original data, laboratory records, ethics documents, permissions, or other relevant evidence when reasonably requested.

5. AUTHORSHIP AND CONTRIBUTORSHIP

Authorship must be limited to individuals who have made substantial contributions to the conception or design of the work; acquisition, analysis, or interpretation of data; preparation or critical revision of the manuscript; approval of the final version; and accountability for the integrity of the work.

Individuals who contributed to the study but do not meet the authorship requirements should be recognized in the Acknowledgments section after obtaining their permission.

JAPBM encourages authors to describe individual contributions using the CRediT contributor roles.

The corresponding author is responsible for:

• Ensuring that the author list and sequence have been approved by all authors.
• Entering complete and accurate author information in OJS.
• Communicating with the journal during submission, review, production, and post-publication.
• Ensuring that all disclosures and supporting documents are complete.
• Informing all co-authors of editorial decisions and required revisions.

Requests to add, remove, or rearrange authors after submission must be supported by a written explanation and written agreement from all affected authors.

The journal cannot adjudicate unresolved authorship disputes. When necessary, the matter may be referred to the authors’ institution or another appropriate authority.

6. ORIGINALITY, PLAGIARISM, AND TEXT RECYCLING

Authors must submit original work and provide proper attribution to the ideas, text, data, images, methods, and findings of others.

Plagiarism includes, but is not limited to:

• Copying text, ideas, data, figures, or results without attribution.
• Presenting another person’s work as one’s own.
• Inadequate paraphrasing.
• Unauthorized translation of previously published work.
• Using material from unpublished sources without permission or acknowledgment.

Submitted manuscripts may be examined using similarity-detection software. Editorial decisions will consider the nature, extent, location, and context of overlapping material rather than relying solely on a numerical similarity score.

Limited reuse of an author’s previously published methods may be acceptable when properly cited and when the wording is necessary for accurate description. Substantial text recycling without disclosure may result in rejection, correction, or retraction.

7. DUPLICATE AND REDUNDANT PUBLICATION

Authors must not publish substantially the same research in more than one journal.

Submission of a manuscript to more than one journal at the same time is prohibited.

Authors must disclose related manuscripts, preprints, conference abstracts, theses, reports, repository versions, or earlier publications that overlap with the submitted work.

Secondary publication may be considered only when justified, transparently disclosed, legally permitted, and approved by the editors and copyright holders involved.

Fragmentation of a single study into multiple publications without scientific justification is discouraged.

8. DATA INTEGRITY, AVAILABILITY, AND REPRODUCIBILITY

Authors are responsible for the accuracy, completeness, and integrity of their research data.

Fabrication, falsification, inappropriate deletion, selective reporting, or manipulation of data is prohibited.

Authors should preserve original data and supporting records for a reasonable period in accordance with institutional, funder, disciplinary, and legal requirements.

JAPBM may request:

• Raw or processed data.
• Laboratory records.
• Statistical outputs.
• Original images.
• Analytical files.
• Study protocols.
• Research instruments.
• Ethics documents.
• Material-identification records.
• Other information required to verify the findings.

Authors should provide a Data Availability Statement explaining whether and how supporting data can be accessed. Restrictions caused by privacy, confidentiality, ethics, biodiversity protection, intellectual property, or legal requirements must be explained.

Refusal or inability to provide relevant evidence may affect the editorial decision and may lead to investigation after publication.

9. IMAGE INTEGRITY

Images must accurately represent the original research data.

Adjustments to brightness, contrast, or colour balance are acceptable only when applied consistently and when they do not obscure, eliminate, move, or misrepresent information.

The following practices are prohibited:

• Adding, removing, moving, or concealing features.
• Combining images from different experiments without clear disclosure.
• Duplicating image regions to represent different observations.
• Selectively enhancing one part of an image to change its interpretation.
• Presenting manipulated images as original data.
• Failing to indicate boundaries between composite image panels.

Editors may request original, unprocessed image files during review or after publication.

10. RESEARCH INVOLVING HUMANS

Research involving human participants, identifiable human data, human tissues, or biological specimens must comply with applicable ethical principles, institutional requirements, and national regulations.

Authors must report:

• The name of the approving ethics committee.
• The approval or exemption number.
• The informed-consent process.
• Measures used to protect participant privacy and confidentiality.
• Trial registration information where applicable.

Identifiable personal information, photographs, case details, or biological information must not be published without valid written consent when consent is required.

11. RESEARCH INVOLVING ANIMALS

Animal studies must be ethically justified and conducted in accordance with relevant institutional, national, and internationally accepted animal-welfare standards.

Authors must provide:

• The name of the animal ethics committee.
• The approval number.
• A description of procedures used to minimize pain, distress, and unnecessary use of animals.
• The species, strain, sex, age, source, and relevant housing conditions where applicable.

Editors may reject studies when the expected scientific value does not justify the use or treatment of animals.

12. CLINICAL TRIALS

Clinical trials should be registered in a recognized public trial registry before participant enrolment where required.

The registration number and registry name should be included in the manuscript.

Authors must report trial methods and results transparently, including important outcomes, adverse events, protocol deviations, and relevant changes from the registered protocol.

13. BIOLOGICAL MATERIALS, BIODIVERSITY, AND BIOSAFETY

Research involving microorganisms, genetically modified organisms, pathogens, medicinal plants, marine organisms, protected species, or traditional biological resources must comply with relevant biosafety, biosecurity, collection, transfer, access, and benefit-sharing requirements.

Where applicable, authors must report:

• Collection and research permits.
• Material-transfer authorization.
• Voucher specimen information.
• Culture-collection or strain numbers.
• Accession numbers.
• Biosafety approval.
• Evidence of compliance with traditional-knowledge and biodiversity regulations.

14. COMPETING INTERESTS

Authors, reviewers, and editors must disclose financial and non-financial relationships that could influence, or reasonably appear to influence, their work or judgment.

Potential competing interests include:

• Employment or consultancy.
• Research grants or financial support.
• Patents, licences, royalties, or ownership interests.
• Advisory or governance roles.
• Personal or professional relationships.
• Academic competition.
• Institutional relationships.
• Strong intellectual commitments directly related to the manuscript.

The existence of a competing interest does not automatically prevent publication or participation. However, it must be disclosed and appropriately managed.

When no competing interest exists, authors should include a statement such as:

“The authors declare that they have no conflicts of interest.”

15. FUNDING AND SPONSORSHIP

Authors must identify all financial and institutional support, including funder names and grant or contract numbers where applicable.

The role of the funder or sponsor in study design, data collection, analysis, interpretation, manuscript preparation, and the decision to submit must be disclosed.

Editors must not permit sponsors or funders to suppress, delay, or improperly alter scientifically valid findings.

16. PEER-REVIEW ETHICS

JAPBM uses double-anonymous peer review.

Reviewers must:

• Accept assignments only within their area of expertise.
• Complete reviews within the agreed period.
• Provide objective, constructive, specific, and respectful comments.
• Maintain the confidentiality of the manuscript and review process.
• Disclose competing interests.
• Report suspected misconduct confidentially to the editor.
• Avoid personal criticism and discriminatory language.
• Avoid requesting unnecessary citations to their own or associated publications.
• Avoid using unpublished information for personal or professional benefit.
• Not contact or attempt to identify the authors.

Reviewers must not share the manuscript with another person without editorial permission.

Editorial decisions remain the responsibility of the editor. Reviewer recommendations are advisory.

17. PEER-REVIEW MANIPULATION

JAPBM prohibits attempts to manipulate the peer-review process, including:

• Providing false reviewer identities or contact details.
• Creating fraudulent reviewer accounts.
• Suggesting reviewers with fabricated email addresses.
• Interfering with reviewer selection.
• Coordinating reviews to produce a predetermined outcome.
• Offering incentives for favourable reviews.
• Using undisclosed third parties to influence editorial decisions.

Evidence of peer-review manipulation may result in rejection, retraction, notification of institutions, and restrictions on future submissions.

18. CITATION ETHICS

Authors must cite sources that are directly relevant to the study.

Citation manipulation is prohibited, including:

• Adding citations solely to increase citation counts.
• Excessive self-citation without scientific justification.
• Coercive citation requests.
• Citation agreements among authors, reviewers, or editors.
• Referencing sources that have not been read or that do not support the stated claim.

Reviewers and editors must not require authors to cite their publications unless those references are genuinely relevant and necessary.

19. USE OF ARTIFICIAL INTELLIGENCE

Artificial intelligence tools cannot be listed as authors because they cannot assume responsibility, provide consent, disclose competing interests, or be accountable for published content.

Human authors remain fully responsible for:

• Accuracy.
• Originality.
• Integrity.
• References.
• Copyright compliance.
• Confidentiality.
• Ethical and legal compliance.

Substantive use of generative artificial intelligence in writing, translation, coding, image generation, data processing, or analysis must be disclosed transparently in the Methods, Acknowledgments, or another appropriate section.

Authors must verify all AI-assisted content and must not use AI to fabricate data, references, images, participants, methods, or results.

Reviewers and editors must not upload confidential manuscripts or unpublished data to publicly accessible AI systems or other third-party platforms that may retain or reuse the information.

Human editorial and reviewer judgment must not be replaced by automated systems.

20. CONFIDENTIALITY AND PRIVACY

Editors and reviewers must treat submitted manuscripts and related communications as confidential.

Information concerning a submission may be shared only with individuals who are directly involved in its evaluation, production, ethical review, or investigation.

Personal information collected through OJS will be used only for legitimate journal-management and scholarly-communication purposes, in accordance with the journal’s Privacy Statement and applicable regulations.

21. ALLEGATIONS OF RESEARCH OR PUBLICATION MISCONDUCT

Concerns may be raised by authors, reviewers, readers, editors, institutions, whistleblowers, or other parties.

Allegations will be handled:

• Fairly.
• Confidentially.
• Impartially.
• Without unnecessary delay.
• With an opportunity for relevant parties to respond.

The journal may:

• Request an explanation or supporting evidence from the authors.
• Consult independent experts.
• Contact the authors’ institution, ethics committee, funder, publisher, or relevant authority.
• Suspend the review or publication process.
• Reject the manuscript.
• Publish a correction, expression of concern, or retraction.
• Take other action necessary to protect the scholarly record.

The journal will distinguish between honest error and deliberate misconduct whenever the available evidence permits.

JAPBM does not normally conduct formal investigations into institutional or legal misconduct but may cooperate with competent institutions or authorities.

22. CORRECTIONS

A correction may be published when an otherwise reliable article contains an error that affects interpretation, attribution, metadata, presentation, or part of the findings but does not invalidate the article as a whole.

Corrections will:

• Be clearly identified.
• Explain what has been corrected and why.
• Be linked to the original article.
• Preserve the transparency of the publication record.
• Be indexed where technically possible.

Minor typographical errors that do not affect meaning may be corrected without a formal notice when appropriate.

23. EXPRESSIONS OF CONCERN

An Expression of Concern may be published when serious questions have been raised about an article but:

• The evidence is inconclusive.
• An institutional investigation is incomplete.
• The investigation cannot be completed promptly.
• The reliability of the article remains uncertain.

The Expression of Concern will be linked to the article and updated when further reliable information becomes available.

24. RETRACTIONS

An article may be retracted when reliable evidence indicates that:

• The findings are unreliable because of fabrication, falsification, serious error, or inappropriate methodology.
• The article constitutes plagiarism or unauthorized publication.
• The findings have been published elsewhere without appropriate justification or disclosure.
• The article reports unethical research.
• The peer-review or publication process was manipulated.
• Authorship, consent, copyright, or legal problems seriously compromise the article.
• Other circumstances make the article unreliable or seriously misleading.

The primary purpose of retraction is to correct the scholarly record and protect readers, not to punish authors.

A retraction notice will:

• Be clearly identified as a retraction.
• State the reason for the retraction.
• Identify who is retracting the article.
• Be linked to the original article.
• Remain freely accessible.
• Avoid defamatory or unsupported statements.
• Distinguish honest error from misconduct when this can be established.

The original article will ordinarily remain accessible but will be clearly marked as retracted. Removal of published content will be considered only in exceptional circumstances involving legal requirements, serious privacy violations, or substantial risks to public safety.

25. WITHDRAWAL OF MANUSCRIPTS

Authors may request withdrawal before publication by providing a written explanation.

A withdrawal request must be approved by all authors.

The editor may delay completion of the withdrawal when there are unresolved concerns involving duplicate submission, authorship, research misconduct, contractual obligations, or protection of the scholarly record.

Once an article has been formally published, concerns will normally be handled through correction, retraction, or another post-publication notice rather than withdrawal.

26. COMPLAINTS AND APPEALS

Authors, reviewers, readers, and other parties may submit complaints concerning:

• Editorial procedures.
• Publication delays.
• Reviewer or editor conduct.
• Ethical concerns.
• Conflicts of interest.
• Published content.
• Journal policies.

Complaints should include sufficient details and supporting evidence.

An appeal against an editorial decision must explain the scientific or procedural grounds for reconsideration. Disagreement with the decision alone is not sufficient.

Appeals will be assessed by an editor who was not primarily responsible for the original decision whenever practical. The outcome of an appeal is final unless significant new evidence becomes available.

Complaints involving the Editor-in-Chief will be referred to the publisher or another independent person with appropriate authority.

27. POST-PUBLICATION DISCUSSION

JAPBM welcomes responsible, evidence-based discussion of published work.

Readers may report errors or ethical concerns to the editorial office. Criticism should be specific, respectful, and supported by relevant information.

The journal may invite authors to respond and may publish correspondence, corrections, editorial notices, or other updates when appropriate.

28. COPYRIGHT AND INTELLECTUAL PROPERTY

Authors retain copyright in their published articles and grant JAPBM the right of first publication under the license stated in the journal’s Copyright Notice and Open Access Statement.

Authors are responsible for obtaining permission to reproduce copyrighted material.

The journal will respond to credible claims of copyright infringement and may remove, correct, or retract affected content when necessary.

29. ARCHIVING AND PRESERVATION

JAPBM is committed to maintaining the availability and integrity of published content through appropriate digital preservation, institutional archiving, metadata distribution, and backup procedures.

Published records, including corrections and retractions, will be preserved to maintain the transparency of the scholarly record.

30. POLICY REVIEW

JAPBM may revise this Publication Ethics and Malpractice Statement to reflect developments in scholarly publishing, research ethics, technology, legal requirements, and internationally recognized guidance.

The policy applicable to a manuscript is normally the version in effect at the relevant stage of the editorial or publication process./

• Menolak naskah.
• Menerbitkan koreksi, expression of concern, atau pencabutan.

• Menjaga transparansi rekam publikasi.
• Diindeks apabila memungkinkan.

Kesalahan tipografi minor yang tidak mengubah makna dapat diperbaiki tanpa pemberitahuan formal.

23. EXPRESSION OF CONCERN

Expression of Concern dapat diterbitkan apabila terdapat pertanyaan serius terhadap suatu artikel, tetapi:

• Bukti belum meyakinkan.
• Investigasi institusi belum selesai.
• Pemeriksaan tidak dapat segera diselesaikan.
• Keterandalan artikel masih belum pasti.
