Peer Review Process

PEER REVIEW PROCESS

Journal of Applied Pharmaceutical Biology and Microbiology (JAPBM) applies a rigorous double-anonymous peer-review process to manuscripts considered suitable for publication. In this process, the identities of the authors are concealed from the reviewers, and the identities of the reviewers are concealed from the authors.

The peer-review process is intended to evaluate the scientific quality, originality, methodological validity, ethical compliance, clarity, reproducibility, and relevance of each manuscript to pharmaceutical biology, pharmaceutical microbiology, and related pharmaceutical sciences.

Submission of a manuscript does not guarantee that it will be sent for external review or accepted for publication.

1. MANUSCRIPT SUBMISSION

Authors must submit manuscripts through the JAPBM online submission system.

The corresponding author is responsible for ensuring that:

• The manuscript is original and not under consideration by another journal.
• All authors have approved the submitted manuscript.
• Complete and accurate author information has been entered into the OJS metadata.
• The manuscript has been prepared using the current JAPBM template.
• The manuscript file has been anonymized for double-anonymous review.
• All required declarations, ethical documents, supporting files, keywords, funding information, and references have been provided.

2. ADMINISTRATIVE AND TECHNICAL CHECK

After submission, the editorial office examines the manuscript to determine whether the submission is complete and complies with the journal’s technical requirements.

The administrative check may include:

• Completeness of the submission metadata.
• Compliance with the JAPBM manuscript template.
• Completeness of author and affiliation information.
• Availability of ethical-approval documents where applicable.
• Availability of figures, tables, supplementary files, and references.
• Removal of author-identifying information from the review manuscript.
• Compliance with file-format and language requirements.

Manuscripts with incomplete files or metadata may be returned to the corresponding author for correction before editorial assessment.

3. INITIAL EDITORIAL SCREENING

The Editor-in-Chief or an assigned editor conducts an initial evaluation of the manuscript.

The screening assesses:

• Relevance to the Aim and Scope of JAPBM.
• Scientific originality and potential contribution.
• Basic methodological quality.
• Clarity and organization of the manuscript.
• Compliance with the Author Guidelines.
• Compliance with research and publication ethics.
• Adequacy of English-language presentation.
• Overall suitability for external peer review.

A manuscript may be declined without external review when it:

• Falls outside the journal’s scope.
• Lacks sufficient scientific originality or significance.
• Has fundamental methodological weaknesses.
• Does not comply with ethical requirements.
• Is substantially incomplete or poorly prepared.
• Contains excessive overlap with previously published material.
• Does not meet the journal’s minimum scientific and editorial standards.

This decision is commonly referred to as an editorial rejection or desk rejection.

4. SIMILARITY AND INTEGRITY SCREENING

Submitted manuscripts may be examined using similarity-detection software and other editorial checks.

The journal does not make decisions solely on the basis of a numerical similarity percentage. Editors evaluate the source, extent, location, and context of overlapping material.

Suspected plagiarism, duplicate publication, data fabrication, falsification, image manipulation, authorship problems, citation manipulation, or other misconduct will be handled in accordance with the JAPBM Publication Ethics and Malpractice Statement.

5. ASSIGNMENT OF HANDLING EDITOR

A manuscript that passes the initial screening is assigned to an editor with relevant subject expertise.

The handling editor is responsible for:

• Conducting a more detailed scientific assessment.
• Identifying qualified and independent reviewers.
• Managing the peer-review process.
• Evaluating reviewer reports and author responses.
• Recommending or making an editorial decision according to the journal’s assigned roles.

Editors must disclose and avoid actual, potential, or perceived competing interests. A manuscript submitted by an editor, editorial-board member, or person closely associated with the journal will be handled by an independent editor.

6. SELECTION OF REVIEWERS

Each manuscript will normally be evaluated by at least two independent reviewers with relevant expertise.

Reviewers are selected based on:

• Subject expertise.
• Research and publication experience.
• Ability to evaluate the methods used in the manuscript.
• Independence from the authors and study.
• Absence of relevant competing interests.
• Previous quality and timeliness of reviews, where known.
• Willingness and availability to complete the review.

The journal seeks to avoid assigning reviewers who have close personal, professional, supervisory, financial, or institutional relationships with the authors.

Authors may suggest or oppose potential reviewers, accompanied by an appropriate reason. The editor is not obligated to use author-suggested reviewers and retains full authority over reviewer selection.

7. REVIEW INVITATION

Selected reviewers receive an invitation containing the manuscript title, abstract, review deadline, confidentiality requirements, and competing-interest declaration.

Reviewers are normally given one week to accept or decline the invitation.

Before accepting, reviewers must determine whether:

• The manuscript is within their area of expertise.
• They can complete the review within the required period.
• They have no competing interest that could affect their judgment.
• They can protect the confidentiality of the manuscript.

Reviewers who decline an invitation may suggest another qualified and independent expert.

8. ACCESS TO REVIEW FILES

Reviewers are granted access to the anonymized manuscript and relevant supporting files only after accepting the review assignment.

Files containing confidential author information, ethical documents, or administrative records will not normally be disclosed to reviewers unless access is necessary for scientific or ethical assessment.

Reviewers must not attempt to identify or contact the authors.

9. DOUBLE-ANONYMOUS REVIEW

JAPBM uses an Anonymous Reviewer/Anonymous Author review model.

The journal makes reasonable efforts to remove identifying information from manuscripts and review materials. However, complete anonymity cannot be guaranteed when authors may be recognizable from the study topic, methods, previous publications, public protocols, preprints, or other contextual information.

If a reviewer believes that an author’s identity has been discovered, the reviewer must not contact the author and should disclose the matter confidentially to the editor.

10. REVIEW CRITERIA

Reviewers are asked to evaluate:

• Relevance to the Aim and Scope of JAPBM.
• Originality, novelty, and scientific contribution.
• Clarity of the research objective or hypothesis.
• Adequacy of the scientific background.
• Appropriateness of the study design.
• Quality and reproducibility of the methods.
• Identification and authentication of biological materials.
• Appropriateness of statistical and data-analysis methods.
• Accuracy and clarity of the results.
• Quality of tables, figures, images, spectra, or other scientific data.
• Appropriateness of the discussion and interpretation.
• Consistency of the conclusions with the results.
• Adequacy, relevance, and currency of the references.
• Compliance with ethical, biosafety, biodiversity, and regulatory requirements.
• Disclosure of funding and competing interests.
• Overall clarity, organization, and academic English.

Reviewers should distinguish major scientific concerns from minor editorial corrections and provide specific, constructive, and actionable comments.

11. CONFIDENTIALITY OF PEER REVIEW

The manuscript, supporting files, editorial correspondence, reviewer reports, and editorial decisions are confidential.

Reviewers must not:

• Share the manuscript or review task without editorial permission.
• Use unpublished information for personal, academic, commercial, or competitive advantage.
• Discuss the manuscript with unauthorized individuals.
• Upload confidential manuscript material to public generative artificial intelligence systems or external services that may retain or reuse the content.
• Retain or distribute manuscript files after completing the review, except where permitted by the journal.

Confidentiality obligations continue after the review has been completed.

12. REVIEW COMPLETION PERIOD

Reviewers are normally requested to submit their reports within three weeks after accepting the assignment.

The editor may grant an extension when reasonably requested. Reviewers who cannot complete the review should notify the editor promptly so that another reviewer can be appointed.

The stated timelines are editorial targets and may vary depending on reviewer availability, manuscript complexity, required ethical evaluation, or the need for additional expert assessment.

13. REVIEWER REPORT

A reviewer report should normally include:

• A brief summary of the manuscript and its contribution.
• Major comments concerning scientific, methodological, ethical, or interpretative issues.
• Minor comments concerning clarity, terminology, formatting, figures, tables, references, or language.
• Confidential comments to the editor, where necessary.
• A clear editorial recommendation.

Reviewers must use respectful, professional, and non-discriminatory language. Personal criticism and unsupported allegations are not permitted.

14. REVIEWER RECOMMENDATIONS

Reviewers may recommend:

• Accept Submission.
• Revisions Required.
• Resubmit for Review.
• Resubmit Elsewhere.
• Decline Submission.

Reviewer recommendations are advisory. The final decision is made by the responsible editor after considering the reviewer reports, manuscript quality, author responses, journal policies, and other relevant information.

15. EVALUATION OF REVIEW REPORTS

The handling editor evaluates the quality, consistency, and reasoning of the reviewer reports.

The editor is not required to follow a reviewer recommendation when:

• The recommendation is not supported by the review comments.
• The report contains factual errors.
• The reviewer requests scientifically irrelevant changes.
• The report contains inappropriate or discriminatory language.
• A competing interest is identified.
• The reviewer requests excessive or manipulative citations.
• The report does not adequately assess the manuscript.

Editors may edit reviewer comments to remove offensive language, identifying information, or irrelevant confidential material without changing the substantive scientific meaning.

16. ADDITIONAL REVIEW

An additional reviewer may be appointed when:

• The initial reports provide substantially conflicting recommendations.
• Specialist statistical, methodological, taxonomic, pharmacological, microbiological, or ethical expertise is required.
• A reviewer report is incomplete or unsuitable.
• Questions arise regarding data integrity, image integrity, or research ethics.
• The editor requires further independent assessment.

The number of reviewers may therefore exceed two.

17. FIRST EDITORIAL DECISION

After evaluating the reviewer reports, the editor may issue one of the following decisions:

Accept Submission

The manuscript is scientifically and editorially suitable for publication, subject only to final technical checks.

Revisions Required

The manuscript requires limited or moderate changes. The revision may be assessed by the editor without another full external-review round.

Resubmit for Review

Substantial scientific or methodological revisions are required. The revised manuscript will normally be returned to one or more reviewers.

Resubmit Elsewhere

The manuscript may have scientific value but is not sufficiently aligned with the journal’s scope, priorities, or readership.

Decline Submission

The manuscript contains fundamental scientific, methodological, ethical, or editorial problems that cannot reasonably be addressed through revision.

18. MANUSCRIPT REVISION

Authors invited to revise a manuscript must submit:

• A clean revised manuscript.
• A marked or tracked-changes version when requested.
• A detailed point-by-point response to every reviewer and editor comment.
• Updated supplementary files and metadata where applicable.

The response letter should:

• Reproduce or clearly identify each reviewer comment.
• Explain the revision made.
• Indicate the page, section, paragraph, or line where the change appears.
• Provide a scientific justification when a recommendation has not been followed.

Authors are normally given:

• Approximately two weeks for minor revisions.
• Approximately four weeks for major revisions.

The editor may approve a reasonable extension when requested before the deadline.

19. SECOND AND SUBSEQUENT REVIEW ROUNDS

A revised manuscript may be assessed by:

• The handling editor.
• The original reviewers.
• New reviewers.
• A specialist reviewer or statistical adviser.

The editor determines whether external re-review is required.

Further revisions may be requested when important issues remain unresolved. However, the journal seeks to avoid unnecessary review rounds and will make a final decision when sufficient evidence is available.

20. FAILURE TO REVISE

When authors do not submit a revision within the specified period and do not request an extension, the submission may be closed or declined.

A substantially delayed revision may be treated as a new submission when scientific developments, journal policies, or editorial circumstances have changed.

21. FINAL EDITORIAL DECISION

The Editor-in-Chief or authorized editor makes the final decision.

The decision may consider:

• Reviewer reports.
• Author responses.
• Scientific and methodological quality.
• Ethical compliance.
• Data and image integrity.
• Relevance to the journal.
• Compliance with editorial policies.
• Availability of sufficient evidence to support the conclusions.

Acceptance is not based solely on the reviewers’ recommendations.

22. ACCEPTANCE AND FINAL CHECKS

Before formal acceptance or publication, the editorial team may verify:

• Completeness and consistency of article metadata.
• Author names, affiliations, email addresses, and ORCID iDs.
• Final authorship and contribution statements.
• Ethical approval and informed-consent statements.
• Funding and competing-interest declarations.
• Data Availability Statement.
• Accuracy of references and DOI information.
• Quality of figures, tables, and supplementary materials.
• Compliance with the journal template and language standards.
• Similarity and research-integrity concerns.

Acceptance may be withheld when essential information remains incomplete.

23. COPYEDITING, PRODUCTION, AND PROOFREADING

An accepted manuscript enters the copyediting and production stages.

Editorial changes may be made to improve language, formatting, consistency, metadata, references, and journal style without altering the scientific meaning.

The corresponding author will normally receive a proof for final checking. Proof corrections should be limited to errors introduced during production or minor factual and typographical corrections.

Major changes to data, analysis, conclusions, or authorship after acceptance require editorial approval.

24. EDITORIAL APPEALS

Authors may appeal an editorial decision when they believe that a significant scientific, factual, ethical, or procedural error affected the decision.

An appeal must:

• Be submitted in writing.
• Identify the specific decision being challenged.
• Explain the scientific or procedural grounds.
• Provide supporting evidence.
• Use professional and respectful language.

An appeal is not a new opportunity to revise the manuscript and will not be considered solely because the authors disagree with the reviewer opinions.

Where practicable, the appeal will be evaluated by an editor who was not primarily responsible for the original decision. The outcome of the appeal is normally final.

25. COMPLAINTS ABOUT PEER REVIEW

Concerns regarding reviewer conduct, confidentiality, competing interests, bias, inappropriate citation requests, or editorial procedures may be submitted confidentially to the editorial office.

The journal will evaluate complaints fairly and may:

• Review the relevant editorial records.
• Request clarification from involved parties.
• Remove inappropriate comments.
• Replace a reviewer.
• Seek an additional independent assessment.
• Revise an editorial decision when justified.
• Restrict future reviewer participation in serious cases.

26. MANUSCRIPTS SUBMITTED BY JOURNAL EDITORS

Manuscripts submitted by the Editor-in-Chief, editors, editorial-board members, reviewers, or publisher personnel are not given preferential treatment.

Such manuscripts will be managed by an independent editor who has no relevant competing interest. The submitting editor or board member will have no access to confidential peer-review information beyond that available to an ordinary author.

27. RESPONSIBILITY FOR THE FINAL DECISION

Peer review supports editorial decision-making but does not transfer editorial responsibility to reviewers.

The journal’s editors remain responsible for protecting the quality, integrity, fairness, confidentiality, and independence of the review process and for making the final publication decision. /

 

PROSES PENELAAHAN SEJAWAT

Journal of Applied Pharmaceutical Biology and Microbiology (JAPBM) menerapkan proses penelaahan sejawat anonim ganda terhadap naskah yang dinilai layak dipertimbangkan untuk diterbitkan. Dalam proses ini, identitas penulis tidak disampaikan kepada mitra bestari dan identitas mitra bestari tidak disampaikan kepada penulis.

Penelaahan sejawat bertujuan menilai mutu ilmiah, orisinalitas, validitas metodologi, kepatuhan etik, kejelasan, keterulangan, dan relevansi naskah terhadap biologi farmasi, mikrobiologi farmasi, serta ilmu kefarmasian terkait.

Pengiriman naskah tidak menjamin bahwa naskah akan dikirim kepada mitra bestari atau diterima untuk diterbitkan.

1. PENGIRIMAN NASKAH

Penulis harus mengirimkan naskah melalui sistem pengiriman daring JAPBM.

Penulis korespondensi bertanggung jawab memastikan bahwa:

• Naskah bersifat asli dan tidak sedang dipertimbangkan oleh jurnal lain.
• Seluruh penulis telah menyetujui naskah yang dikirim.
• Informasi penulis telah dimasukkan secara lengkap dan akurat dalam metadata OJS.
• Naskah menggunakan templat JAPBM terbaru.
• Berkas naskah telah dianonimkan untuk penelaahan anonim ganda.
• Seluruh deklarasi, dokumen etik, berkas pendukung, kata kunci, pendanaan, dan referensi telah dilengkapi.

2. PEMERIKSAAN ADMINISTRATIF DAN TEKNIS

Setelah naskah dikirimkan, pengelola editorial memeriksa kelengkapan pengiriman dan kesesuaiannya dengan persyaratan teknis jurnal.

Pemeriksaan dapat mencakup:

• Kelengkapan metadata.
• Penggunaan templat JAPBM.
• Kelengkapan informasi penulis dan afiliasi.
• Ketersediaan dokumen persetujuan etik apabila relevan.
• Ketersediaan tabel, gambar, materi tambahan, dan referensi.
• Penghapusan informasi identitas penulis dari naskah telaah.
• Kesesuaian format berkas dan bahasa.

Naskah yang belum lengkap dapat dikembalikan kepada penulis korespondensi untuk diperbaiki sebelum dinilai editor.

3. PEMERIKSAAN AWAL OLEH EDITOR

Editor in Chief atau editor yang ditugaskan melakukan evaluasi awal terhadap naskah.

Pemeriksaan mencakup:

• Kesesuaian dengan Tujuan dan Ruang Lingkup JAPBM.
• Orisinalitas serta potensi kontribusi ilmiah.
• Mutu metodologi dasar.
• Kejelasan dan organisasi naskah.
• Kepatuhan terhadap Pedoman Penulis.
• Kepatuhan terhadap etika penelitian dan publikasi.
• Kelayakan bahasa Inggris.
• Kelayakan untuk menjalani penelaahan eksternal.

Naskah dapat ditolak tanpa penelaahan eksternal apabila:

• Tidak sesuai dengan ruang lingkup jurnal.
• Tidak memiliki kebaruan atau kontribusi ilmiah yang memadai.
• Memiliki kelemahan metodologi yang mendasar.
• Tidak memenuhi ketentuan etik.
• Tidak lengkap atau dipersiapkan dengan sangat tidak memadai.
• Memiliki tumpang tindih berlebihan dengan publikasi sebelumnya.
• Tidak memenuhi standar ilmiah dan editorial minimum.

Keputusan tersebut disebut penolakan editorial atau desk rejection.

4. PEMERIKSAAN KEMIRIPAN DAN INTEGRITAS

Naskah dapat diperiksa menggunakan perangkat deteksi kemiripan dan pemeriksaan editorial lainnya.

Keputusan tidak ditentukan hanya berdasarkan persentase kemiripan. Editor mempertimbangkan sumber, luas, lokasi, dan konteks materi yang tumpang tindih.

Dugaan plagiarisme, publikasi ganda, fabrikasi, falsifikasi, manipulasi gambar, masalah kepengarangan, manipulasi sitasi, dan pelanggaran lainnya ditangani berdasarkan Pernyataan Etika Publikasi dan Malpraktik JAPBM.

5. PENUGASAN EDITOR PENANGANAN

Naskah yang lolos pemeriksaan awal ditugaskan kepada editor yang memiliki keahlian sesuai.

Editor penanganan bertanggung jawab untuk:

• Melakukan evaluasi ilmiah yang lebih terperinci.
• Memilih mitra bestari yang kompeten dan independen.
• Mengelola proses penelaahan.
• Menilai laporan mitra bestari dan tanggapan penulis.
• Memberikan rekomendasi atau keputusan sesuai kewenangan editorial.

Editor wajib mengungkapkan dan menghindari konflik kepentingan. Naskah yang dikirim oleh editor atau anggota dewan editor ditangani oleh editor independen.

6. PEMILIHAN MITRA BESTARI

Setiap naskah pada umumnya ditelaah oleh sekurang-kurangnya dua mitra bestari independen yang memiliki keahlian relevan.

Pemilihan didasarkan pada:

• Keahlian bidang ilmu.
• Pengalaman penelitian dan publikasi.
• Kemampuan menilai metode yang digunakan.
• Independensi dari penulis dan penelitian.
• Tidak adanya konflik kepentingan.
• Mutu dan ketepatan waktu telaah sebelumnya, apabila diketahui.
• Kesediaan dan kemampuan menyelesaikan telaah.

Jurnal berupaya menghindari penugasan kepada reviewer yang memiliki hubungan pribadi, profesional, pembimbingan, keuangan, atau institusional yang dekat dengan penulis.

Penulis dapat mengusulkan atau meminta pengecualian calon reviewer disertai alasan yang tepat. Editor tidak berkewajiban menggunakan reviewer yang diusulkan dan tetap memiliki kewenangan penuh dalam pemilihannya.

7. UNDANGAN PENELAAHAN

Calon mitra bestari menerima undangan yang memuat judul, abstrak, batas waktu, kewajiban kerahasiaan, dan deklarasi konflik kepentingan.

Mitra bestari pada umumnya diberikan waktu satu minggu untuk menerima atau menolak undangan.

Sebelum menerima penugasan, mitra bestari harus memastikan bahwa:

• Naskah berada dalam bidang keahliannya.
• Telaah dapat diselesaikan sesuai waktu.
• Tidak terdapat konflik kepentingan.
• Kerahasiaan naskah dapat dijaga.

Mitra bestari yang menolak dapat mengusulkan ahli lain yang kompeten dan independen.

8. AKSES TERHADAP BERKAS

Mitra bestari memperoleh akses terhadap naskah anonim dan berkas pendukung setelah menerima penugasan.

Berkas yang memuat informasi rahasia penulis, dokumen administratif, atau dokumen etik tidak diberikan kepada reviewer kecuali diperlukan untuk penilaian ilmiah atau etik.

Mitra bestari tidak diperkenankan mencari identitas atau menghubungi penulis.

9. PENELAAHAN ANONIM GANDA

JAPBM menggunakan model Anonymous Reviewer/Anonymous Author.

Jurnal berupaya menghapus informasi identitas dari naskah dan materi telaah. Namun, anonimitas penuh tidak dapat dijamin apabila penulis dapat dikenali berdasarkan topik, metode, publikasi sebelumnya, protokol publik, pracetak, atau informasi kontekstual lainnya.

Apabila mitra bestari menduga telah mengetahui identitas penulis, reviewer tidak boleh menghubungi penulis dan harus menyampaikannya secara rahasia kepada editor.

10. KRITERIA PENELAAHAN

Mitra bestari diminta menilai:

• Kesesuaian dengan Tujuan dan Ruang Lingkup JAPBM.
• Orisinalitas, kebaruan, dan kontribusi ilmiah.
• Kejelasan tujuan atau hipotesis.
• Kecukupan latar belakang ilmiah.
• Ketepatan desain penelitian.
• Mutu dan keterulangan metode.
• Identifikasi serta autentikasi bahan biologis.
• Ketepatan analisis statistik dan data.
• Keakuratan serta kejelasan hasil.
• Mutu tabel, gambar, spektrum, dan data ilmiah lainnya.
• Ketepatan pembahasan dan interpretasi.
• Kesesuaian kesimpulan dengan hasil.
• Kecukupan, relevansi, dan kemutakhiran referensi.
• Kepatuhan terhadap persyaratan etik, biosafety, biodiversitas, dan regulasi.
• Pengungkapan pendanaan dan konflik kepentingan.
• Kejelasan bahasa Inggris dan organisasi naskah.

Mitra bestari harus memisahkan permasalahan ilmiah utama dari perbaikan editorial minor serta memberikan komentar yang spesifik, konstruktif, dan dapat ditindaklanjuti.

11. KERAHASIAAN PENELAAHAN

Naskah, berkas pendukung, komunikasi editorial, laporan reviewer, dan keputusan editorial merupakan informasi rahasia.

Mitra bestari tidak boleh:

• Membagikan naskah atau penugasan tanpa izin editor.
• Menggunakan informasi yang belum diterbitkan untuk keuntungan pribadi, akademik, komersial, atau persaingan.
• Mendiskusikan naskah dengan pihak yang tidak berwenang.
• Mengunggah materi rahasia ke sistem AI generatif publik atau layanan eksternal yang dapat menyimpan dan menggunakan kembali isinya.
• Menyimpan atau menyebarkan berkas naskah setelah telaah selesai, kecuali diizinkan jurnal.

Kewajiban kerahasiaan tetap berlaku setelah telaah selesai.

12. BATAS WAKTU PENELAAHAN

Mitra bestari pada umumnya diminta menyelesaikan laporan dalam waktu tiga minggu setelah menerima penugasan.

Editor dapat memberikan perpanjangan apabila diminta dengan alasan yang wajar. Reviewer yang tidak dapat menyelesaikan telaah harus segera memberitahukan editor agar dapat ditunjuk pengganti.

Batas waktu tersebut merupakan target editorial dan dapat berubah berdasarkan ketersediaan reviewer, kompleksitas naskah, pemeriksaan etik, atau kebutuhan penilaian ahli tambahan.

13. LAPORAN MITRA BESTARI

Laporan penelaahan sebaiknya memuat:

• Ringkasan singkat naskah dan kontribusinya.
• Komentar utama mengenai aspek ilmiah, metodologis, etik, atau interpretatif.
• Komentar minor mengenai kejelasan, istilah, format, gambar, tabel, referensi, atau bahasa.
• Komentar rahasia untuk editor apabila diperlukan.
• Rekomendasi editorial yang jelas.

Mitra bestari wajib menggunakan bahasa yang santun, profesional, dan tidak diskriminatif. Kritik pribadi dan tuduhan tanpa dukungan tidak diperkenankan.

14. REKOMENDASI MITRA BESTARI

Mitra bestari dapat memberikan rekomendasi:

• Accept Submission.
• Revisions Required.
• Resubmit for Review.
• Resubmit Elsewhere.
• Decline Submission.

Rekomendasi bersifat sebagai pertimbangan. Keputusan akhir ditetapkan oleh editor setelah mempertimbangkan laporan reviewer, mutu naskah, tanggapan penulis, kebijakan jurnal, dan informasi relevan lainnya.

15. EVALUASI LAPORAN PENELAAHAN

Editor menilai mutu, konsistensi, dan dasar pertimbangan laporan reviewer.

Editor tidak wajib mengikuti rekomendasi apabila:

• Rekomendasi tidak didukung oleh komentar.
• Laporan memuat kesalahan fakta.
• Reviewer meminta perubahan yang tidak relevan secara ilmiah.
• Laporan menggunakan bahasa yang tidak pantas.
• Terdapat konflik kepentingan.
• Reviewer meminta sitasi secara berlebihan atau manipulatif.
• Laporan tidak menilai naskah secara memadai.

Editor dapat menyunting komentar untuk menghapus bahasa yang menyinggung, informasi identitas, atau materi rahasia yang tidak relevan tanpa mengubah makna ilmiah utama.

16. PENELAAHAN TAMBAHAN

Reviewer tambahan dapat ditunjuk apabila:

• Dua laporan awal memberikan rekomendasi yang sangat berbeda.
• Diperlukan keahlian khusus statistik, metodologi, taksonomi, farmakologi, mikrobiologi, atau etik.
• Laporan reviewer tidak lengkap atau tidak sesuai.
• Terdapat pertanyaan mengenai integritas data, gambar, atau etika.
• Editor memerlukan penilaian independen tambahan.

Jumlah mitra bestari dapat melebihi dua orang.

17. KEPUTUSAN EDITORIAL PERTAMA

Editor dapat memberikan keputusan:

Accept Submission

Naskah layak diterbitkan secara ilmiah dan editorial, dengan tetap menjalani pemeriksaan teknis akhir.

Revisions Required

Naskah memerlukan perubahan terbatas atau sedang dan dapat dinilai kembali oleh editor tanpa penelaahan eksternal penuh.

Resubmit for Review

Naskah memerlukan revisi ilmiah atau metodologis yang substansial dan akan dikirim kembali kepada reviewer.

Resubmit Elsewhere

Naskah mungkin memiliki nilai ilmiah, tetapi tidak cukup sesuai dengan ruang lingkup, prioritas, atau pembaca JAPBM.

Decline Submission

Naskah memiliki masalah ilmiah, metodologis, etik, atau editorial yang mendasar dan tidak dapat diperbaiki melalui revisi yang wajar.

18. REVISI NASKAH

Penulis yang diminta melakukan revisi harus mengunggah:

• Naskah revisi bersih.
• Naskah dengan penanda perubahan apabila diminta.
• Tanggapan terperinci terhadap setiap komentar editor dan reviewer.
• Materi tambahan serta metadata yang diperbarui apabila relevan.

Surat tanggapan harus:

• Menampilkan atau mengidentifikasi setiap komentar reviewer.
• Menjelaskan perubahan yang dilakukan.
• Menunjukkan halaman, bagian, paragraf, atau baris perubahan.
• Memberikan alasan ilmiah apabila suatu saran tidak diikuti.

Penulis pada umumnya diberikan:

• Sekitar dua minggu untuk revisi minor.
• Sekitar empat minggu untuk revisi mayor.

Perpanjangan dapat diberikan apabila diminta sebelum batas waktu.

19. PUTARAN PENELAAHAN SELANJUTNYA

Naskah revisi dapat dinilai oleh:

• Editor penanganan.
• Mitra bestari awal.
• Mitra bestari baru.
• Ahli khusus atau penasihat statistik.

Editor menentukan apakah penelaahan eksternal ulang diperlukan.

Revisi tambahan dapat diminta apabila permasalahan penting belum diselesaikan. Jurnal berupaya menghindari putaran telaah yang tidak diperlukan.

20. KEGAGALAN MENGIRIMKAN REVISI

Apabila penulis tidak mengirimkan revisi sesuai waktu dan tidak meminta perpanjangan, pengiriman dapat ditutup atau ditolak.

Revisi yang sangat terlambat dapat diperlakukan sebagai pengiriman baru apabila perkembangan ilmu, kebijakan jurnal, atau keadaan editorial telah berubah.

21. KEPUTUSAN EDITORIAL AKHIR

Editor in Chief atau editor yang berwenang menetapkan keputusan akhir.

Pertimbangan keputusan meliputi:

• Laporan mitra bestari.
• Tanggapan penulis.
• Mutu ilmiah dan metodologi.
• Kepatuhan etik.
• Integritas data dan gambar.
• Relevansi terhadap jurnal.
• Kepatuhan terhadap kebijakan editorial.
• Kecukupan bukti pendukung kesimpulan.

Penerimaan tidak hanya didasarkan pada rekomendasi reviewer.

22. PENERIMAAN DAN PEMERIKSAAN AKHIR

Sebelum diterima atau diterbitkan, tim editorial dapat memeriksa:

• Kelengkapan dan konsistensi metadata.
• Nama, afiliasi, email, serta ORCID penulis.
• Kepengarangan dan kontribusi.
• Persetujuan etik serta informed consent.
• Pendanaan dan konflik kepentingan.
• Pernyataan Ketersediaan Data.
• Akurasi referensi dan DOI.
• Mutu gambar, tabel, dan materi tambahan.
• Kepatuhan terhadap templat dan standar bahasa.
• Permasalahan kemiripan dan integritas penelitian.

Penerimaan dapat ditunda apabila informasi penting belum lengkap.

23. PENYUNTINGAN, PRODUKSI, DAN PROOFREADING

Naskah yang diterima memasuki tahap copyediting dan produksi.

Perubahan editorial dapat dilakukan untuk memperbaiki bahasa, format, konsistensi, metadata, referensi, dan gaya jurnal tanpa mengubah makna ilmiah.

Penulis korespondensi menerima proof untuk pemeriksaan akhir. Koreksi proof dibatasi pada kesalahan produksi serta perbaikan fakta atau tipografi minor.

Perubahan besar terhadap data, analisis, kesimpulan, atau kepengarangan setelah penerimaan memerlukan persetujuan editor.

24. BANDING EDITORIAL

Penulis dapat mengajukan banding apabila meyakini terdapat kesalahan ilmiah, faktual, etik, atau prosedural yang signifikan.

Banding harus:

• Dikirim secara tertulis.
• Menjelaskan keputusan yang dipermasalahkan.
• Menyampaikan dasar ilmiah atau prosedural.
• Menyertakan bukti pendukung.
• Menggunakan bahasa profesional.

Banding bukan kesempatan baru untuk merevisi naskah dan tidak dipertimbangkan hanya karena penulis tidak setuju dengan pendapat reviewer.

Apabila memungkinkan, banding dinilai oleh editor yang tidak bertanggung jawab terhadap keputusan awal. Keputusan banding pada umumnya bersifat final.

25. KELUHAN MENGENAI PENELAAHAN

Keluhan mengenai perilaku reviewer, kerahasiaan, konflik kepentingan, bias, permintaan sitasi yang tidak pantas, atau prosedur editorial dapat disampaikan kepada kantor editorial.

Jurnal dapat:

• Memeriksa rekam editorial.
• Meminta penjelasan dari pihak terkait.
• Menghapus komentar yang tidak pantas.
• Mengganti reviewer.
• Meminta penilaian independen tambahan.
• Mengubah keputusan apabila terdapat alasan yang sah.
• Membatasi keterlibatan reviewer pada kasus serius.

26. NASKAH YANG DIKIRIM OLEH EDITOR JURNAL

Naskah yang dikirim oleh Editor in Chief, editor, anggota dewan editor, reviewer, atau pegawai penerbit tidak memperoleh perlakuan istimewa.

Naskah tersebut ditangani oleh editor independen yang tidak memiliki konflik kepentingan. Editor atau anggota dewan yang menjadi penulis tidak memperoleh akses terhadap informasi rahasia penelaahan selain informasi yang tersedia bagi penulis biasa.

27. TANGGUNG JAWAB KEPUTUSAN AKHIR

Penelaahan sejawat mendukung pengambilan keputusan editorial, tetapi tidak memindahkan tanggung jawab editor kepada mitra bestari.

Editor jurnal tetap bertanggung jawab menjaga mutu, integritas, keadilan, kerahasiaan, dan independensi proses penelaahan serta menetapkan keputusan akhir publikasi.
