Ethical Principles and Publication Policy

Lumbung Pengabdian Kesehatan (JLP) is committed to maintaining the highest standards of publication ethics and integrity in scholarly publishing. This policy applies to all parties involved in the publication process, including authors, editors, reviewers, and the publisher.

This publication ethics statement is developed based on ethical principles in scientific publication and refers to good publication practices recommended by the Committee on Publication Ethics (COPE), including transparency in publication policies, authorship, peer review, conflicts of interest, corrections, and handling of publication misconduct. COPE emphasizes that journals should have visible publication ethics policies and well-managed peer review and ethical oversight processes.

1. Ethical Responsibilities of Authors

Authors submitting manuscripts to Lumbung Pengabdian Kesehatan must ensure that the manuscript is original, has not been previously published, and is not under consideration for publication in another journal. This is also part of the journal’s submission checklist in OJS 3.

Authors are responsible for:

  1. Ensuring that the manuscript is original and free from plagiarism;
  2. Presenting data, results, and documentation honestly and accurately;
  3. Avoiding fabrication, falsification, duplicate publication, and improper manipulation of data or documentation;
  4. Ensuring that all authors listed in the manuscript have made a significant contribution to the community service activity and manuscript preparation;
  5. Ensuring that all sources used in the manuscript are properly cited;
  6. Declaring any potential conflicts of interest;
  7. Obtaining permission for the use of photos, data, or documentation involving participants, communities, or institutions;
  8. Ensuring that the community service activity was conducted responsibly and ethically;
  9. Responding to reviewers’ and editors’ comments professionally and within the specified time;
  10. Informing the editor immediately if significant errors are found in the submitted or published manuscript.

2. Originality and Plagiarism

All manuscripts submitted to Lumbung Pengabdian Kesehatan must be original works. Authors must ensure that the manuscript does not contain plagiarism, self-plagiarism, excessive similarity, or unauthorized use of other people’s work.

The editorial team may conduct similarity checks using plagiarism detection software. Manuscripts with high similarity or indications of plagiarism may be returned to the authors for revision or rejected by the editorial board.

Forms of plagiarism include, but are not limited to:

  1. Copying text, data, tables, figures, or ideas without proper citation;
  2. Paraphrasing other works without acknowledgment;
  3. Using parts of previously published work without proper citation;
  4. Submitting the same manuscript to more than one journal;
  5. Republishing substantially similar work without disclosure.

3. Authorship and Contributorship

Authorship must be limited to individuals who have made a significant contribution to the conception, implementation, analysis, writing, or revision of the manuscript. All authors must approve the final version of the manuscript and agree to its submission.

The corresponding author is responsible for ensuring that:

  1. All listed authors have contributed significantly;
  2. No eligible contributor is omitted;
  3. All authors have reviewed and approved the final manuscript;
  4. Communication with the journal is conducted properly;
  5. Any authorship changes are approved by all authors and communicated to the editorial team.

Individuals who contributed to the activity but do not meet authorship criteria may be acknowledged in the acknowledgment section.

4. Conflict of Interest

Authors, editors, and reviewers must disclose any potential conflict of interest that may influence the publication process. Conflicts of interest may include financial, institutional, personal, academic, or other relationships that could affect objectivity.

Authors must disclose funding sources, institutional support, sponsorship, or other relationships related to the community service activity. Reviewers and editors must decline involvement in manuscripts where they have a conflict of interest.

5. Ethical Responsibilities of Editors

Editors are responsible for maintaining the quality and integrity of the publication process. Editorial decisions must be based on the relevance, originality, clarity, scientific contribution, ethical compliance, and suitability of the manuscript with the journal’s scope.

Editors are responsible for:

  1. Conducting an initial screening of submitted manuscripts;
  2. Ensuring that manuscripts are reviewed fairly and objectively;
  3. Maintaining the confidentiality of submitted manuscripts;
  4. Avoiding discrimination based on gender, ethnicity, religion, nationality, institutional affiliation, or political views;
  5. Avoiding conflicts of interest in editorial decisions;
  6. Selecting qualified reviewers according to the manuscript topic;
  7. Making publication decisions based on reviewers’ recommendations and editorial considerations;
  8. Taking appropriate action when ethical problems, plagiarism, or publication misconduct are identified;
  9. Ensuring that corrections, retractions, or expressions of concern are issued when necessary.

JLP applies editorial screening before manuscripts enter the peer review stage, including assessment of suitability with journal scope, writing format, and similarity requirements.

6. Ethical Responsibilities of Reviewers

Reviewers play an important role in maintaining the quality of published articles. Reviewers are expected to provide objective, constructive, and timely evaluations.

Reviewers are responsible for:

  1. Reviewing manuscripts objectively and professionally;
  2. Providing constructive comments to improve manuscript quality;
  3. Maintaining confidentiality of the manuscript and review process;
  4. Not using unpublished information from the manuscript for personal benefit;
  5. Declaring any conflict of interest before accepting a review assignment;
  6. Informing the editor if they are not qualified to review the manuscript;
  7. Identifying relevant published work that has not been cited by the authors;
  8. Reporting suspected plagiarism, duplicate publication, data manipulation, or ethical concerns to the editor.

7. Peer Review Policy

All manuscripts submitted to Lumbung Pengabdian Kesehatan undergo editorial screening and a single-blind peer review process. In this process, reviewers know the identity of the authors, but authors do not know the identity of the reviewers.

The final decision on manuscript acceptance, revision, or rejection is made by the editorial board based on reviewers’ recommendations, manuscript quality, relevance to the journal scope, and compliance with publication ethics. JLP states that the final publication decision is made by the editorial board based on reviewers’ recommendations.

8. Ethical Considerations in Community Service Activities

As a journal publishing community service articles in the health field, Lumbung Pengabdian Kesehatan requires authors to conduct activities responsibly and ethically.

Authors must ensure that:

  1. Community service activities are conducted with respect for participants, partners, and target communities;
  2. Participants’ privacy, dignity, and rights are protected;
  3. Documentation photos are used with appropriate consent;
  4. Personal data are not disclosed without permission;
  5. Activities involving health education, counseling, screening, or intervention are conducted according to applicable professional and institutional standards;
  6. Any activity involving vulnerable groups, patients, children, or elderly participants is conducted with special ethical consideration.

9. Data, Documentation, and Reporting Integrity

Authors must present data, results, and documentation accurately. Data fabrication, falsification, manipulation of images, misleading documentation, or selective reporting are considered serious ethical violations.

Authors should retain original data, attendance lists, evaluation results, documentation, or other supporting evidence related to the community service activity. The editorial team may request supporting data when necessary.

10. Publication Misconduct

Publication misconduct includes, but is not limited to:

  1. Plagiarism;
  2. Self-plagiarism;
  3. Duplicate submission;
  4. Duplicate publication;
  5. Data fabrication;
  6. Data falsification;
  7. Image or documentation manipulation;
  8. Improper authorship;
  9. Undisclosed conflict of interest;
  10. Citation manipulation;
  11. Peer review manipulation;
  12. Unethical use of participant data or documentation.

If publication misconduct is suspected, the editorial team will investigate the case carefully and fairly. COPE recommends that journal editors have mechanisms for receiving and responding to allegations of research, publication, and review misconduct.

11. Corrections, Retractions, and Expressions of Concern

If errors are found in a published article, the editorial team may issue a correction, clarification, expression of concern, or retraction depending on the nature and seriousness of the problem.

A correction may be issued for honest errors that do not invalidate the overall findings. A retraction may be issued when there is clear evidence of unreliable findings, plagiarism, duplicate publication, unethical conduct, or serious publication misconduct. COPE notes that retractions may be necessary for unethical research practices, compromised peer review, or undisclosed conflicts of interest that could bias the publication.

12. Complaints and Appeals

Authors may submit complaints or appeals regarding editorial decisions by contacting the editorial office. Complaints and appeals must be submitted with clear reasons and supporting evidence.

The editorial team will review complaints and appeals objectively. However, submitting an appeal does not guarantee that the editorial decision will be changed.

13. Privacy Policy

Names, email addresses, and personal information entered into the journal website will be used only for the stated purposes of the journal and will not be made available for other purposes or to other parties. This is consistent with the privacy statement displayed on the JLP OJS 3 submission page.

14. Open Access Policy

Lumbung Pengabdian Kesehatan provides immediate open access to its content to support the wider dissemination of scientific knowledge and community service outcomes. The journal states that making scholarly work freely available supports a wider global exchange of knowledge and encourages broader community benefit.

15. Publisher’s Responsibility

The publisher and journal management are responsible for supporting editorial independence, maintaining the integrity of the publication process, ensuring transparency of journal policies, supporting digital preservation, and preventing unethical publication practices.

The publisher does not interfere with editorial decisions. Editorial decisions are made based on manuscript quality, reviewers’ recommendations, ethical compliance, and relevance to the journal’s focus and scope.
